The Kurdistan Regional Government (KRG) has called on the federal government in Baghdad to swiftly resolve the issue of non-oil revenues, while reiterating its commitment to the oil export agreement reached last week.
The call came during a KRG Council of Ministers meeting held Wednesday in Erbil under the chairmanship of Prime Minister Masrour Barzani and with the participation of Deputy Prime Minister Qubad Talabani.
According to an official statement from KRG, head of the Prime Minister’s Office, the meeting began with a detailed financial report prepared by the Ministry of Finance and Economy on the Region’s revenues and expenditures.
Following discussions, the Council reaffirmed its support for the oil agreement with Baghdad, which took effect on September 27, 2025. The KRG said it has been delivering an average of 195,000 barrels of oil per day under the deal and expressed hope that the federal government would continue to meet its obligations, particularly the payment of salaries and entitlements for August and subsequent months, as in other parts of Iraq.
The KRG also emphasized its commitment to sharing non-oil revenues with the Federal Ministry of Finance through the designated Federal Treasury account. It noted, however, that despite these transfers being audited monthly by both the Federal Financial Supervision Bureau and the Kurdistan Regional audit office, the Ministry of Finance in Baghdad has so far not released any funds for the Region’s consumption or investment expenditures.
“The Council calls on the federal government to continue its meetings under the ministerial committee formed by the Federal Council of Ministers, in order to reach a joint agreement and resolve the issue of non-oil revenues as soon as possible,” the statement said.
In other agenda items, the Council of Ministers voted to cancel a previous decision by the Kurdistan Regional Economic Council at the request of the Ministry of Justice, citing inconsistencies with new laws.
Additionally, Interior Minister Rebar Ahmad presented the new “Safety Guide”, a comprehensive set of criteria and procedures designed to protect the lives and property of citizens across the Kurdistan Region. The Council approved the guide by majority vote, congratulating the ministry’s team on its preparation, and authorized the Minister of Interior to oversee its implementation.
