Iraq has signed a series of major agreements with TotalEnergies, QatarEnergy, and several international partners to advance oil, gas, and clean energy projects in the Artawi field in Basra. The ceremony, held on Sunday, was presided over by Prime Minister Mohammed Shia al-Sudani and attended by senior officials from the Ministry of Oil, along with executives from France, Qatar, Türkiye, South Korea, and China.
The agreements, part of the Gas Growth Integrated Project (GGIP), are seen as a significant step toward reducing gas flaring, boosting oil output, and expanding clean energy generation.
International Participation
The signing event brought together Qatari Minister of Energy Saad Sherida Al-Kaabi, TotalEnergies CEO Patrick Pouyanné, ENKA Chairman Mehmet Tara, Hyundai Chief Operating Officer Ryu Seongan, and CPECC Vice President Liu Kai. Iraqi officials including the Deputy Prime Minister for Energy Affairs and Minister of Oil also took part.
Prime Minister Al-Sudani congratulated the parties, saying that the growing presence of Qatari and other foreign investment reflects Iraq’s improving investment climate. He reaffirmed that Iraq’s market is open to “reputable and committed companies” across infrastructure, energy, and development sectors.
The Qatari Energy Minister conveyed greetings from the Emir of Qatar and expressed his country’s interest in long-term cooperation with Iraq, while TotalEnergies’ CEO reiterated the company’s commitment to Iraq’s energy future.
Key Agreements
According to the Prime Minister’s Media Office, the agreements include:
1. Joint Operating Agreement (JOA): Between the Ministry of Oil (Basra Oil Company), QatarEnergy, and TotalEnergies, which will serve as lead operator for the Artawi Field under GGIP.
2. Seawater Treatment Facility (STF): An agreement between TotalEnergies and Hyundai to construct a 7.5 million barrels-per-day seawater treatment plant to sustain oil production through reservoir pressure support.
3. Central Oil and Gas Processing Facility: An agreement between TotalEnergies and ENKA to build a facility with a daily capacity of 210,000 barrels of oil, 163 million cubic feet of gas, and 240,000 barrels of water for injection. The facility will also incorporate zero gas flaring technology.
4. Gas Processing Plant: An agreement between TotalEnergies and CPECC to capture and process associated gas from Artawi and nearby fields, with a capacity of 600 million cubic feet per day, implemented in two phases.
Clean Energy Boost
The Media Office added that Prime Minister Al-Sudani urged all sides to accelerate implementation, particularly in gas production and solar energy components. The project is expected to contribute an additional 1,000 megawatts to Iraq’s power grid, starting in phases early next year.
