KRG Reaffirms Commitment to Baghdad Agreement, Urges Immediate Release of Salaries Amid Financial Strain

Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani chaired a meeting of the Council of Ministers today, where the government reiterated its full commitment to the recent agreement with the federal government in Baghdad and demanded that Baghdad uphold its obligations—most urgently, the immediate release of delayed salary payments.

In a statement following the meeting, Barzani emphasized that the Kurdistan Region has honored all aspects of the deal, including financial transparency, coordination on oil and non-oil revenues, and ongoing audits with federal institutions.

"We have fully implemented our part of the agreement. It is now the federal government’s constitutional and legal responsibility to send the salaries of public servants in the Kurdistan Region, which have not been paid for three months," the statement read.

Public servants in the Kurdistan Region have yet to receive their salaries for May and June, exacerbating public frustration and deepening the region’s ongoing economic hardship.

Barzani added that the KRG Ministry of Finance has already transferred 120 billion dinars to the federal treasury and submitted the approved salary lists for the missing months. Joint audits between both governments continue, covering seasonal revenues, expenditures, and balances.

On oil-related issues, Barzani confirmed that the KRG has granted full access and cooperation to the Federal Oil Ministry and SOMO, including field visits and the sharing of technical data. However, he warned that recent terrorist drone attacks on oil infrastructure have caused a significant decline in oil production.

Under the agreement, the KRG is required to deliver 230,000 barrels of oil per day and transfer 120 billion dinars in monthly internal revenues to the federal treasury in exchange for the release of civil servant salaries by Baghdad.

The Prime Minister acknowledged the growing hardship facing the people of Kurdistan and praised their resilience.

"We deeply appreciate the responsible attitude and resistance of our people, who understand the severity of this situation. They are victims of an unjust and unconstitutional decision but continue to defend the constitutional rights of the Kurdistan Region."

Barzani also urged local media to act responsibly and avoid spreading misinformation, calling on journalists to prioritize truth and not become platforms for voices that seek to create chaos or justify the continued withholding of salaries.

The KRG’s Council of Ministers closed the meeting with a firm pledge: it will continue to defend the rights of its people and not relent in its efforts to ensure that financial entitlements are secured and delivered.
