4. Integration of Civil and Military Institutions: All civil and military institutions in northeastern Syria, including border crossings, airports, and oil and gas fields, will be integrated under the administration of the Syrian state.
5. Return of Displaced Syrians: The Syrian state will ensure the safe return of all displaced Syrians to their towns and villages and provide them with protection.
6. Support for Syria’s Security: The Syrian state will receive support in its efforts to combat remnants of the Assad regime and other threats that jeopardize its security and territorial integrity.
7. Rejection of Division and Hate Speech: Both parties firmly reject calls for partition, hate speech, and any attempts to sow discord among Syria’s diverse communities.
8. Implementation of the Agreement: Executive committees will work to implement the agreement, with full compliance expected by the end of the year.
Mazloum Abdi, Commander of the Syrian Democratic Forces, and President Ahmad al-Sharaa described the agreement as a crucial step toward achieving peace, stability, and unity in Syria.
