Nechirvan Barzani Stresses KDP-PUK Collaboration After Unsuccessful Independent Efforts to Form KRG Cabinet

President of Kurdistan, Nechirvan Barzani, has emphasized the necessity of collaboration between the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP) in forming the new Kurdistan Regional Government (KRG) cabinet, following their unsuccessful independent efforts.
Speaking at the Third Erbil Forum, Barzani stated, “The delegations from the PUK and KDP are engaged in serious negotiations regarding the formation of the new KRG cabinet.” He confirmed that both parties had attempted to establish the government independently—PUK by aligning with other parties and KDP pursuing a similar approach—yet neither succeeded. “It has become clear that collaboration between the two parties is essential for the formation of a government,” he added.
On the same day, high-level delegations from the KDP and PUK met in Erbil to continue their negotiations for government formation.
Barzani reaffirmed that while the PUK and KDP will be the primary components of the new cabinet, other communities will also be involved in its structure. He also stressed that the new KRG cabinet should not be delayed due to the upcoming Iraqi parliamentary elections in November 2025, stating, “The Kurdish people expect the new KRG cabinet to be formed much sooner.”
Reflecting on the history of KDP-PUK relations, Barzani recalled the post-2005 strategic agreement between the two parties, which he described as a period of “political and social prosperity and progress” for Kurdistan. However, he clarified that their current cooperation is not merely a continuation of that strategic agreement but rather a “solid administrative and political foundation” to address governance issues and challenges in the region.
As negotiations continue, the PUK and KDP face increasing pressure to reach an agreement and expedite the formation of the new KRG cabinet, ensuring political stability in Kurdistan.
