The KDP and PUK high-level delegations met in Sulaymaniyah today to discuss the formation of a new government in the Kurdistan Region. The primary focus of the meeting was to present and deliberate on the report prepared by the joint committee of both parties, covering political and administrative perspectives, as well as the steps required to form the tenth cabinet of the Kurdistan Regional Government (KRG) and other institutions.

According to a statement from the meeting, “The comments of the negotiating delegations of both sides were presented on the contents of the report, and the appropriate mechanisms for how to organize and agree on all issues were discussed.”

As a result, both delegations agreed to continue their meetings in an effort to deepen their understanding and draft a joint program “for the benefit of the citizens of the region.”

Key Steps Toward Government Formation

The joint committee, tasked with designing a governance and management framework, has been working to bridge political differences and create a functional administration. Once finalized, the strategy will be submitted to the High Negotiating Committee for approval, paving the way for the formation of the new Kurdistan Regional Government (KRG) cabinet.

The KDP and PUK, the two dominant parties in the Kurdistan Region, have been engaged in negotiations to break the political deadlock that has stalled government formation since the Kurdistan Parliament’s first session on December 2.

In the most recent elections, the KDP secured 39 seats, making it the largest party, while the PUK won 23 seats. Minority representatives and smaller parties collectively hold 38 seats. With 51 seats required for a majority, coalition-building remains crucial to establishing a stable government.

The KDP maintains dominance in Erbil and Duhok, while the PUK holds significant influence in Sulaymaniyah and Halabja. Cooperation between the two parties has historically played a vital role in ensuring political stability in the Kurdistan Region.

As the leadership delegations prepare for further negotiations, the outcome of their discussions will be instrumental in shaping the political and administrative future of the Kurdistan Region.
