The Kurdistan Regional Government (KRG) Ministry of Municipalities and Tourism has issued a comprehensive set of regulations intended to govern the forthcoming election campaign. These guidelines aim to safeguard public spaces, maintain cleanliness in urban areas, and uphold the visual integrity of cities.
The Ministry emphasizes that these regulations are established to avert damage to public property and to foster a clean campaigning atmosphere.
In a related announcement, the Iraqi High Election Commission (IHEC) is set to conduct a press conference tomorrow to formally declare the commencement date for the Kurdistan parliamentary election campaigns.
The Ministry's directives, disseminated to all general directorates and municipalities, delineate the following stipulations for political parties and candidates during the campaign period:
1. Prohibition of Posters on Public Structures: The display of campaign materials, including posters and images, is strictly forbidden on walls, columns, and public barriers through the use of nails, stickers, or adhesive substances.
2. Restriction on Green Spaces: The placement of campaign materials in green areas, central islands, and public parks is not permitted under any circumstances.
3. Ban on Construction Materials: The utilization of materials such as mortar, sand, cement, or blocks for supporting signs or other campaign materials is explicitly prohibited.
4. Traffic Safety Precautions: Campaign materials must not be suspended from traffic signs, informational boards, or within vehicle roundabouts, as this could lead to traffic accidents..
5. Preservation of Cultural Sites: Cultural monuments and historical locations are off-limits for any form of political advertising or the posting of campaign materials.
6. Restrictions on Government Property: The placement of campaign materials on the walls of government offices or in public spaces such as mosques, hospitals, universities, and schools is strictly forbidden.
7. Municipal-Specific Regulations: Each municipality retains the authority to implement additional regulations tailored to its specific characteristics.
8. Candidate Accountability: Following the conclusion of the campaign, it is the duty of each candidate to dismantle their materials and ensure the area is left clean.
9. Compliance and Penalties: Candidates who do not adhere to these regulations will have their materials removed by municipal personnel, and legal measures will be pursued.
