Masoud Barzani Hosts U.S. Envoy Tom Barrack for Talks on Iraq and Syria

Peregraf — Kurdistan Democratic Party (KDP) President Masoud Barzani received U.S. envoy for Syrian affairs and Ambassador to Turkey Tom Barrack on Monday in Pirmam, according to a statement from Barzani Headquarters, in a meeting that focused on regional stability, Iraq’s political future, and developments in Syria.

The meeting was attended by Kurdistan Regional Government Prime Minister Masrur Barzani, highlighting the significance of the discussions for both Kurdistan Region leadership and U.S. engagement in the region.

U.S. Emphasis on Stability and Partnership

During the meeting, Barrack expressed appreciation for Barzani’s role in mitigating conflict and promoting stability in the region. He credited Barzani with helping prevent the expansion of violence and contributing to efforts aimed at calming tensions in Syria.

Barrack also highlighted Barzani’s involvement in facilitating dialogue between Damascus and the Syrian Democratic Forces, describing his leadership as influential in encouraging political solutions over military escalation.

The U.S. envoy underscored Washington’s continued interest in a sovereign and stable Iraq, stressing the importance of maintaining strong partnerships with both Baghdad and the Kurdistan Region.

Barzani Stresses Constitution and Federalism

Barzani, for his part, reiterated the historical struggles of the Kurdish people, referencing past atrocities and emphasizing Kurdistan’s longstanding commitment to peaceful coexistence and dialogue.

On Iraq’s political trajectory, he stressed that stability depends on adherence to the constitution and the principles of partnership, consensus, and balance among the country’s components. 

He further underlined the importance of safeguarding Iraq’s sovereignty while maintaining strategic relations with international partners, particularly the United States.

Barzani also pointed to key legislative priorities needed to resolve longstanding disputes, including the passage of the Oil and Gas Law and the implementation of Article 140 of the Iraqi constitution, alongside broader commitments to federal governance.

Government Formation and Political Balance 

Addressing Iraq’s political process, Barzani emphasized that the position of the President of the Republic—traditionally held by a Kurdish representative—should be determined through a mechanism that reflects the will of the people of Kurdistan.

Regarding the premiership, he noted that while nomination decisions rest with the Coordination Framework, it remains essential for any incoming prime minister to uphold constitutional principles and ensure balance in governance.

Focus on Regional De-escalation

The meeting concluded with discussions on internal developments within the Kurdistan Region and the broader regional landscape. Barzani expressed hope that ongoing conflicts in the region would be resolved through peaceful means, emphasizing the need to shield Kurdistan and Iraq from further instability.

The talks come amid continued geopolitical shifts in Syria and Iraq, as regional and international actors seek to contain tensions and reinforce political frameworks for long-term stability.
