Iraq Approves Investigation Findings on Khor Mor Attack, Identifies Perpetrators

Peregraf — The office of the Commander-in-Chief of the Armed Forces announced on Wednesday that Prime Minister Mohammed Shia Al-Sudani has approved the findings of the high-level investigative committee formed to examine the November 26, 2025 terrorist attack on the Khor Mor gas field in Sulaymaniyah Governorate.

According to the statement issued by Spokesperson for the Iraqi Commander-in-Chief of the Armed Forces Sabah Al-Numan, the committee began its work on Friday, November 28, following Sudani’s directive to urgently determine the circumstances of the attack.

The committee is headed by the Iraqi Minister of Interior and includes the Head of the National Intelligence Service, the KRG Minister of Interior, and the Joint Operations Command, with support from a broad technical team representing:

— Popular Mobilization Forces Commission

— Federal Intelligence and Investigations Agency

— National Security Service

— Air Defense Command

— Army Aviation Command

— Directorates of Artillery, Military Intelligence, Military Engineering, Explosives, Criminal Evidence

— Asayish Directorate and the KRG Criminal Evidence Directorate.

Key Findings of the Investigation

The investigation concluded the following:

• Two drones carried out the attack — one hit inside the Khor Mor field, while the second fell outside the perimeter.

• Both drones were launched from the southern side, originating from areas east of Tuz Khurmatu.

• This incident marks the eleventh attack launched from the same region.

• The perpetrators — described as outlaws — have been identified, and some already have judicial arrest warrants. Security agencies have begun gathering technical evidence to ensure their prosecution.

Recommended Security Measures

The committee presented several recommendations, which the Federal Government will implement in coordination with the Kurdistan Regional Government:

Re-deployment of security forces across the East Salah al-Din operations sector to close gaps and unify command structures.

Replacement of local command units by the Ministries of Defense, Interior, and PMF with more competent leadership.

Strengthening intelligence cooperation between federal and regional agencies.

Equipping the Khor Mor field with air defense systems, coordinated between the Ministry of Defense and the KRG.

Strict regulation of drone usage and movement, requiring official authorization.

Formation of a joint judicial-security committee to follow up on the case.

A Continuing Investigation

The statement emphasized that efforts will continue until all individuals involved in the attack are held accountable, describing the strike as a “dangerous terrorist act” aimed at undermining Iraq’s security and economic stability.

“The attack targets the sovereignty and economic resources of Iraq and will not go unpunished. Decisive legal action will be taken,” the statement concluded.
